2 Over the past three years, successful National Conferences leading to multi-party systems have been held in Benin, Burkina Faso, Congo, Côte d'Ivoire, Gabon and Mali. Similar Conferences are being held rather unsuccessfully in Togo and Zaire; and Tanzania and Kenya have also installed multi-party systems.

3 OAU Observers were invited for the elections in Angola, Congo, Zambia.

4 Ghana has in fact held an election, which was won by Jerry Rawlings, the military Head of State who retired from the armed forces and became one of several candidates. Nigeria is in the final stage of its Transition Programme to civilian rule.
