It is not only in the West that this discussion is being conducted. Indeed, wide-ranging proposals have been coming from the Soviet Union and the Warsaw Pact States in particular — see for example the 'Memorandum' of the Polish government of 17 July 1987.

The agreement on Intermediate Nuclear Forces (INF) contains the so-called 'Double Zero Option', i.e. the world-wide scrapping of all land-based (nuclear-armed) ballistic and cruise missiles with a range of 1,000 km to 5,500 km (Zero Option) and of 500 to 1,000 km (Double Zero Option).
