3 To date, three OSCE `field activities' have been led by Austrians: Ambassador Herbert Grubmayr headed the Estonia Mission in 1995-96 and the organization's presence in Albania in 1997; and Ambassador Paul Ullmann was the head of the OSCE Centre in Ashgabad/Turkmenistan until 31 December 1999.
