Abstract
This account is based on personal experience and on information supplied by others in the field. Background planning factors are considered with reference to development so far, and the nature of national development is described with particular reference to libraries. Special attention is paid to problems arising from the attempt to make modifications when using foreign models with regard to programmes, curricula and teaching methods. The importance of the staffing factor is stressed. Certain common patterns and problems can be distinguished and it is suggested that an examination of these should help with guidelines for the future.
