Abstract
Current patterns of provision to "disadvantaged" users (or non-users) reflect librarians' perceptions of "disadvantage". A recent DES report suggests "deprived areas" need special initiatives from librarians. A greater consideration of more general socio-economic structures and processes could lead to the development of appropriate information services by public and special libraries, and to a reassessment of ideas upon which to base professional practice.
