Abstract
Precis of a 30 000-word thesis accepted for the degree of Master of Arts at the University of London, September I970, based on research and a visit to certain public libraries in the NE United States in the Autumn of I969. Compares certain aspects of staffing policies and practices of large municipal libraries in England and the United States and the back ground factors which influence them. From selected aspects of personnel policy, such as division of staff, recruitment and promotion, in-service training and salaries, conditions of service and collective bargaining, it is seen that there are wide differences of prartice rooted in the pattern of central and local government of each country.
