This article surveys the history of children's libraries in England and Wales during the economic difficulties of the First World War and the 1920s, between the reports of the Adams and Kenyon committees. It shows how increasingly children's librarians were appointed and open access facilities extended. The period was notable for a movement from lectures to storytelling and a debate regarding the age groups for which the public library should cater.
