Aspects of staffing and management are examined with particular reference to public libraries. The reasons for changing attitudes to work are discussed together with their sociological bases, particularly with regard to young adults. The meaning of "authority" is studied, and current problems of administering local authority libraries are considered together with the role of the chief librarian.
