The present paper attempts to present a medium and long-term solution for the choice of technology. The short-term solution, the use of low-sulphur fuel oil, has been in effect for about three years in Israel and its quantity has gradually increased. The time has now come to consider the long-term solutions. The results obtained indicate the existence of several alternatives that are more effective than the system in use today.
The methodology presented is based on the optimization computer package CAPEX**.
