Abstract
The argument about press licence has been running for some time. Newspapers are accused of going too far, of intrusiveness, of damaging British interests at home and abroad. Legislation is still threatened, even if its implementation is delayed. Over 50 years ago a similar argument raged; and it was only with difficulty that the Prime Minister was persuaded by his fellow-Ministers to preserve press freedom.
