Abstract
This paper describes the Healthy City projects that are underway in Chittagong and Cox’s Bazar and presents the findings of a stakeholder analysis in each city. These analyses were used to demonstrate to project staff the value of evaluations and to show how such evaluations can involve the stakeholders in identifying evaluation needs and tools. The paper discusses the potential of this kind of analysis within evaluations of on-going projects, especially to primary stakeholders. It also discusses why few evaluations of Healthy City projects have been undertaken and how and why those involved in what they perceive to be “successful” projects often feel that evaluations are unnecessary.
