Abstract
District planning with community participation in Peru: the work of the Institute of Local Democracy IPADEL describes two projects undertaken by this institute. The first sought to promote the involvement of low-income communities in decision-making about the design of their district's development plan; the second worked with a low-income community in designing, implementing and maintaining systems to improve water supply and provision for sanitation, washing and the collection and disposal of household garbage.
