Abstract
CISTI, the Canada Institute for Scientific and Technical Information, has been an integral part of Canada's R&D community for over 70 years. After more than 50 years of rapid development in favourable economic times, CISTI now faces its biggest challenge – to find a new balance between public service and commercial viability. New technologies and economic constraints are the major forces behind CISTI's growth into new markets and new products. A strategic plan developed in 1992–93 outlines the steps that CISTI will take over the next five to ten years to achieve greater economic self-sufficiency. The ready-made Canadian R&D market is no longer enough to sustain CISTI in the future. Growth will be achieved through new markets and new products. The plan calls for significant changes not just in the mix of services, but also in attitudes and organizational culture.
