During recent years institutionalism has become a major theme in political theory. A radical version of institutional impact is offered by March and Olsen who attack behaviouralism as well as public choice. This paper first argues that their basic tenets correspond to Hegelian reasoning and second, claims that they fall prey to the very same critique which has been launched against Hegel from an empirical as well as a normative point of view.
