Abstract
Since 1987, programmes of the Commission of the European Communities, implemented by the Task Force for Human Resources (eg COMETT, Skills Project) have concentrated on how to cope with changes being caused by technology development. They have tried to structure the effects of these technology advances through a network of University–Enterprise Training Partnerships and actions such as skills needs analyses, training needs analyses, development of joint training materials and courses and staff/student mobility. However, no programme has yet adequately dealt with how these changes have to be managed, which skills are necessary, how management identifies changes and how it can implement these new technologies.
