COMETT is a new and experimental programme which has evolved on the basis of an analysis of need. In this article Peter Sutherland, who was responsible for the setting up and development of COMETT, analyses the programme in terms of the Community as a whole, examines its success to date and its short-term prospects. He looks towards a second phase of COMETT and details four issues for particular consideration.
