Abstract
The following represents `material for discussion' prepared by the Organising Committee of the All-Union Scientific Practical Conference on the Problems of a Radical Economic Reform held in Russia in October 1989. It is not a tidy `academic' paper nor is the English always elegant but we present it here, in a mainly unedited state, as representative of the way of thinking about these crucial matters current in the Institute of Economics in Moscow and to display some of the terms in which the debate about perestroika is being conducted in the USSR.
