Enrollment in programs for learning disabled children has mushroomed from 125,000 in 1969 to 2,000,000 in 1984. Since approximately half of the enrollment consists of children not actually learning disabled, suggestions are made for redesigning delivery systems for both children with true learning disabilities and for other underachieving children.
