Abstract
Using a case study of an all-volunteer fire department, internal structural changes and adaptation to external forces in a small, voluntary, democratic organization are examined. The article seeks to make two points from this examination. First, forces of mass society that were moving the organization away from its traditional community focus were mediated by an oligarchy of professionalized leaders. Second, the concept of oligarchy is useful in understanding leadership, membership participation, and change in all-volunteer organizations.
