This article discusses the role and significance of public policy and financial
incentive systems for voluntary adult education organizations in Norway.
The discussion focuses on the public policy goal of social commitment
through equalization and the functioning of the voluntary organizations in
relation to this goal. Ideals and realities are examined, and paradoxes or
dilemmas related to the promotion of public policy objectives are outlined.
