The public health response to AIDS has generally reflected a "health from above" perspective that casts the state as the key actor in protecting the health of the community. This construction of AIDS has been challenged by activists emerging largely from the lesbian and gay movement. This challenge presents glimpses, in an incipient form, of a politics of "health from below" that locates the struggle for health as part of the fight for control over our bodies and our lives. This conflict can be traced out in current debates about anonymous testing for HIV antibodies.
