Abstract
The Job Training Partnership Act Title 11—A program is the main federal effort to enhance the employability of economically disadvantaged youths and adults. This article describes the structure of the Title II—A program, compares metro and nonmetro program performance during the 1987 to 1988 program year and explores the regional and metro/nonmetro dimensions of the funding allocation mechanism. Relative program performance appears better in nonmetro or predominantly nonmetro areas, although absolute performance levels should be a continuing source of concern. The program 'funding allocation criteria, relying heavily on unemployment rates, favored predominantly nonmetro areas during the program year studied. During the 1990s, however, rural areas may be better served by a formula emphasizing poverty rates rather than unemployment rates.
