Abstract
The Appalachian Regional Development Program has been in effect for 25 years. There has been some overall improvement in incomes, health, and employment, some of which can be attributed to the Regional Development Program. The Appalachian development highway system was authorized originally to open up the isolated core of the region and encourage economic development. That has not happened to the extent originally hoped for. Yet the system, even though it is still not complete, has helped restructure the settlement, employment, and commuting patterns of the region. The poor educational profile of the region will severely limit future economic improvement unless addressed intensely during this decade.
