Abstract
Economic developers should make use of discounted cash flow analysis to evaluate the benefits of their projects and strategies. They should discount the amount of employment generated over time because job creation and retention are the key objectives of economic development in the United States. Discounting offers advantages by requiring the tracking of actual job creation by employers over time, rigorously comparing different economic development efforts, and making explicit trade-offs between the near term and the long term.
