Abstract
The Violence Against Women Act (VAWA) provides for STOP (Services, Training, Officers, Prosecutors) grants intended to assist states and localities “to develop and strengthen effective law enforcement and prosecution strategies to combat violent crimes against women, and to develop and strengthen victim services in cases involving violent crimes against women.” STOP grants will be made annually to states through FY 2000. Drawing on site visits to 12 states and analyses of data on the subgrants awarded with fiscal year 1995 funds, this paper describes the program's progress and major accomplishments through January 1997. It describes how states have planned for and are implementing their STOP grants program and how they are spending STOP grant funds-the number and size of subgrants, the recipient agencies, subgrant beneficiaries, and the activities being supported. The paper concludes with some preliminary policy recommendations and. describes plans to evaluate the program in future years
