Abstract
This study postulates that the criminal justice process is a mandated interorganizational network and responds to proposed change in a pre dictable manner. New York State criminal justice networks were exam ined as they responded to legislatively directed change to eliminate jail overcrowding through the use of alternative to incarceration programs. The analysis of jail use patterns indicated that, overall, the legislation did not have the desired impact on jail overcrowding. This study has policy implications for change efforts directed at local criminal justice networks.
