In the 1970s a series of legal decisions in lower federal courts created momentum for establishing incarcerated juvenile offenders' right to rehabilitation. However, in the 1980s this momentum was halted following attacks upon the legal foundation of juveniles' right to rehabilitation. The author of this paper reviews the opponents' rationale for rejecting the right to rehabilitation and finds it incorrect and unsupported. The author reasserts juvenile offenders' right to rehabilitation.
