Abstract
The President's National Drug Control Strategy repeatedly discusses the need for drug testing and drug treatment programs for offenders who are also drug abusers, yet there is little attention to how these programs might be linked to criminal sanctions. This paper provides an overview of current drug testing and drug treatment in the criminal justice system and reviews several programs that show some promise in reducing criminal activity and drug use among drug-involved offenders. Recent research on critical issues in the treatment of drug-involved offenders is limited, however, and some suggestions for future research are proposed. The available research suggests that strengthening ties between the drug treatment and criminal justice systems may well be a significant crime control strategy during the 1990s.
