Abstract
This paper provides a case study of how one state correctional system responded to the exigencies of prison crowding. It examines the factors that have shaped the formulation of prison population management policy as well as the strategies developed by the prison system to cope with and manage its offender population. The present study places particular attention on the way a state penal system innovated to deal with the pressures of crowding when other governmental agencies failed to assist the agency with handling a significant increase in prison population.
