Abstract
Although it is established public policy that people with developmental disabilities live in their communities, the degree to which this is true varies greatly among the states in this country. For community residential programs to be developed, funding must be real located from large institutions. This article provides a historical background including legislation and court decisions that mandated states to deinstitutionalize and establish community residential programs. It reviews the literature that addresses the major obstacles to institutional closure and establishment of community residences.
