Abstract
This paper builds on previous work by the author on a framework for understanding affirmative action orders by the FTC. Specifically, this paper moves from the abstract level of goals, objectives, and outcomes of these orders toward the pragmatic level of operational decisions for structuring the disclosure. The strategic aspects of these orders provide a group of general decisions which set the direction and basic form of the orders. These strategic decisions are discussed in detail in this paper.
