Abstract
This report summarizes the recent legislation related to adult education in Portugal. The following areas of legislation are considered: (a) the educational system in general, (b) development of the administrative structures for administering adult education, (c) basic education courses for adults, (d) popular libraries, (e) support for adult education activities, and (f) the National Plan for Literacy and Basic Education for Adults. It is concluded that Portuguese legislation emphasizes adult education as an instrument of change and goes well beyond the regulatory function.
