Editorial writers, perhaps uncertain about public sentiment, changed their arguments on gambling issues after voters approved a statewide lottery in 1987. Once voters had settled the basic moral issue of state-sanctioned gambling, editorials dropped moral arguments on a second gambling referendum a year later.
