Abstract
The economic performance of newspapers has three goals: product performance, technical efficiency and allocated efficiency. Current enforcement of the Newspaper Preservation Act attempts to promote the first two goals at the expense of the third. A modified plan is suggested which should promote all three policy goals. This plan should be granted in all competitive markets without a long review process by the Department of Justice since it involves no significant antitrust exemption.
