Innovative solutions to the housing problems which have been exacerbated by the "Demographic Revolution" are a necessary and proper research area for planning educators. However, it is impera tive that the major barriers to implementa tion of new housing forms be recognized. One significant barrier is the municipal zoning ordinance The entrenched com munity resistance to any change in the traditional order is well—established. The "exclusionary zoning" issue is well— documented in the literature
