Abstract
This study examines whether human resource professsonals have a different view of reorganization than other admin istrators and whether that difference is attributable to concern about the human side of a reorganized agency, an assumption frequently made but not tested We find perspectives on morale, work settings, and incentives do indicate differences between human resource and other administrators However, human resource professionals do not differ from other administrators in their overall view of reinvention While human resource professionals are, literally, managers in the middle, viewing reinvention with a perspective more complete than that ofother managers, most still view it positively .
