Abstract
Since the enactment in 1978 of a new procedure to improve the administration of poor performers in the federal work force, the Crane Division of the Naval Surface Warfare Center has not removed or demoted anyone for poor performance. The reasons behind this failure include both conditions present throughout the federal government, and unique Crane Division cultural influences which combine to result in an organizational inability to execute performance-based actions
