Abstract
Two implicit conceptual models are strongly in evidence in the literature on local public personnel practices. One can be called the unidimensional professionalism model, which represents the argument that local governments are, or should be, making steady progress from the patronage system toward the merit system. The second one may be labeled the multidimensional systems model. It reflects the theory that local jurisdictions are characterized by several distinct personnel systems.
