This article assesses reform of employment practices in a moderate-sized university community. It suggests that cultural barriers to affirmative action may be much more significant than any other barriers, especially when the longer-term implementation is considered. Overcoming cultural barriers to reform will require much stronger links to women and minority constituencies and aggressive management-council-community relationships.
