Abstract
This article details a recent study of affirmative action implementation in sixteen state agencies in Delaware. The goal of the study was to identify organizational characteristics which encourage or discourage affirmative action implementation. It culminates in a description of a model agency in which conditions favor implementation and also in a force field analysis. Finally, the prognosis for affirmative action implementation at the state level, based on the findings of the study, is presented.
