Using the reform of the state of Georgia's classification and salary system as a case study, this article examines the failure by personnel agencies to consider their impact on other agencies and the political context of their activities. The study demonstrates that in some ways not much has changed since Wallace Sayre described personnel administration as the "triumph of technique over purpose."
