Abstract
It has become customary for the spring issue of the Review to present summaries of selected reported decisions of federal courts that have analyzed issues arising in the prison and detention facility environment. These summaries are intended to alert the reader to judicial developments that might warrant further exploration in this rapidly evolving area of the law. The cases included in this survey were decided from the latter part of 1990 through 1991. As with all surveys of cases decided by courts below the Supreme Court, the reader is reminded that the cases surveyed do not serve as binding precedent beyond their respective jurisdictions and that some of the decisions are being appealed and are therefore subject to possible modification or reversal.
