Abstract
This article is a case study exploration of the impact offinancial crisis and bureaucratic retrenchment on the bargaining strategies of big-city police unions. Questions considered include: Can police unions sustain their role in the urban policymaking process during a period offiscal crisis? To what extent do they alter bargaining strategies in order to maintain influence? Evidence from a case study of bargaining in New York suggests that police unions may shift tactics to include more multilateral negotiating during afiscal crisis with an emphasis on access to the courts and use of public confrontations.
