This study focuses on factors that contribute to or hinder the development of senior
centers. Observational and interview data reveal that contributing factors include
elder leadership, organizational sponsorship, and community support. Inhibiting
factors include the image of senior centers, populations underserved by senior
centers, and conflict among senior centers in a community.
