Abstract
Diminishing resources have made collaboration necessary in the highway industry. The Civil Engineering Research Foundation was founded 6 years ago by the American Society of Civil Engineers to act as coordinator, facilitator, and integrator of civil engineering research. In 1993 plans for this role in the highway market were solidified with a 4-year cooperative agreement with FHWA to create the Highway Innovative Technology Evaluation Center (HITEC). The unique role of HITEC in the highway community has been founded on collaboration. All aspects of its efforts are coordinated among the public-sector users of innovative products and private-sector manufacturers as well as associations and standards writing groups. The ways HITEC collaborates with the highway community to promote the evaluation, acceptance, and later specification of innovative highway and bridge technologies are demonstrated.
