Abstract
Where enclosed or gated residential communities contribute to traffic congestion on surrounding streets, the implementation of the block community can alleviate traffic congestion to some extent, but it will also have an impact on the environment of the community. By analyzing the characteristics of the block community, this paper selects the typical cell and takes speed as the starting point to consider the operational efficiency of the road network, and the traffic noise and automobile exhaust pollution, comprehensively. The time cost model of the block community, the vehicle exhaust cost model, and the traffic noise cost model are constructed. On this basis, the total cost model of the road network system is constructed, and the speed limit value within the block community is determined with the lowest total cost. Taking the Ouzhouxincheng Community in Harbin, China, as an example, the cost calculation is carried out according to the open plan to determine the optimum speed limit system.
