ASHRAE 90-75 (IES/EMS-1), “Energy conservation in new building design,” has been adopted in many states for enforcement. Model codes proposed by building official organizations (BOCA—Building Officials & Code Administration International, ICBO—International Conference of Building Officials, NCSBCS—National Conference of States on Building Codes & Standards, and SBCC—Southern Building Code Congress) also use this standard as a base.
