Abstract
Frances Laverne Carroll received her Ph.D. from the University of Oklahoma in General Education with fields in Higher Education, International Education and Media. Much of her library career was at the University of Oklahoma, where she was Professor from 1975 until 1985, and then Professor Emeritus from 1986 onwards. She was employed as the Head of Department of Library Studies and Senior Lecturer at Western Australian Secondary Teachers College in Perth, Australia, from 1977 until 1981, and is currently working at Kingswood College at the University of Western Australia until September 1999. She is the author of numerous publications including Guidelines for the Planning and Organization of School Library Media Centers, co-authored with Pat Bielke under an IFLA/UNESCO contract in 1978 and revised by Ms Carroll for UNESCO in 1990. She has authored many titles for IFLA including Guidelines for School Libraries, 1990, and is currently working on International Librarianship: Cross-border Idea and Information Flow among Libraries and Information Centers to be completed in the year 2000. Ms Carroll has carried out an extensive series of interviews with IFLA Presidents, published in many international journals. During her IFLA career she served as the first Chair of the (then) sub-Section of School Libraries in 1973 and continued until the Section was formally established in 1977.
