It would be as well to begin with what will soon become a statement of the obvious, namely that I am a librarian and not an expert on development. My expertise such as it is lies in the development of community information service in Western countries and particularly within the United Kingdom. I will begin by explaining what I understand by Community Information and the conditions necessary for its operation, then proceed to consideration of its potential for a developing country.
