A questionnaire was distributed in May 1981 to national bibliographic agencies designed to establish the number of bibliographic records produced and exchanged; how the distribution and use of such records is controlled; views on differing methods of controlling distribution and use.

Further details on governance, funding, an initial budget and a short range work plan were provided to the CDNL in 1980; these would now require some minor updating before the IMO could be established.
